* Added packaging targets to deb,tgz (linux) and nsis,zip (win32) architectures
* Fixed configuration templates in fem/ to take WIN32 targets into account
* Compiles either non-mpi or mpi version but not both because of
  linking issues in WIN32
* Changed bzero to memset in fem/src/fft.c
* Move license files around and added installation targets for them
* Libraries are more aggressively linked to ensure undefined references under
  WIN32
