updating logic for tirggering merge/aggregation

renaming functions to reflect their usage and purposes

Naming newly created files after being processed

Logic for deciding whether to process given file according to desired time range

Reprocessing starts If we have time range, otherwise the settings are used for watching folder as usual

Added method for reprocess merging (by time and then count representing merging period of time)

hot fix - because of reasons (replication sucks sometimes big time so this is the workaround for that)
From now on we not only merge when the time is due (every five minutes), but also when we have all the data we need from that period of time
+ this updates reporting

New property added to keep track of time range according to a timestep on both sides - files and db
