Update resources-allocation-policy.md PROOFREAD

line 27; 'assigned to' could be subbed for 'associated with'

generally, when a transaction is occurring (financial between budgets) you would use 'charged to' rather than 'accounted to'. Because you are using resources here, 'accounting' seems suitable.
